Added HydraulicDatabaseHelper with method to verify the currently set HRD path. Added verification of the HRD path before design water level calculations are added as activities. Refactored HydraulicBoundaryDatabaseImporter so that a separate ValidateAndConnectTo call is no longer necessary.
