Made PipingSubCalculatorFactory a singleton. Removed obsolete InputParameterCalculationServiceConfig and its test. Removed obsolete Ringtoets.Piping.InputParameterCalculation.Test and Ringtoets.Piping.InputParameterCalculation.TestUtil projects. Made derived properties not publically modifiable.
