Extracted routines for reading stochasts parameters. Added check for invalid child element of a stochast definition, i.e. if a stochast with a standard deviation is expected, adding a variationcoefficient element will result in an error and vice versa. Implemented reader for closing structures calculation configurations. For height structures calculations configuration reader tests, added values for stochasts variation coefficient/standard deviation where not present, because not importing this is not the responsibility of the reader. This makes the tests more representative for the purpose of the reader.
