Incorporated comments tester: - Introduced a UpdateEntryAndExitPointsCalculationGroupChangeHandler to inquire if the user wants to continue when calculations have outputs - Added tests to cover new functionality - Added tooltips to provide information when the context menu item is disabled - Moved the change handlers in their separate folder Related to Issue [WTI-1077]

Added IConfirmDataChangeHandler: - Based on the IStochasticSoilModelChangeHandler which is now generally applicable for data operations which require an inquiry and confirmation -- Updated XMLDocs - Added ChangeHandler for the surface lines - Updated the UpdateInfo and ImportInfo tests -- Added missing tests for the stochastic soil model equivalents - Ran DeltaresClean
