Changed type of *WidthFlowApertures* (Breedte van doorstroomopening) from CoefficientOfVariation to StandardDeviation note: storage change (names of the columns) has not yet been executed

Removed Application.Ringtoets/Application.Ringtoets.csproj post build action, which was needed for MSBuild2015

- Fixed naming of HeightStructuresEntityReadExtensions - Fixed naming of in HeightStructureCreateExtensionsTest - when creating a new StructuresCalculation<HeightStructuresInput>, the property FailureProbabilityStructureWithErosion is initialized with double.NaN but cannot be set NaN publicly. The setter of FailureProbabilityStructureWithErosion is conditional now. - Removed redundant setting of FailureProbabilityStructureWithErosion in test Related to Issue [WTI-838]
