Added Providers for Design tables, hydraulic models and numerics settings from database. Made FailureMechanismDefaults and its provider public for use outside of Hydra-Ring. Reverted the way the HydraRingSettingsDatabaseReader can be used to read numerics settings > the provider is now responsible for bundling the correct numerics settings for each sub mechanism together. Related to Issue [WTI-919]
